By height. Every size fits a range of heights; the age on the label is only the average. The Size Finder works it out from both.

Yes, swaps are free: send it back with the size you need, or bring it to a shop.
Embroidered pieces cannot be returned unless they arrive faulty.
Gifts & Sets
Most babies outgrow Newborn in three or four weeks; 0-3 or 3-6 months lasts longer.
A note of up to 160 characters goes in the box; an embroidered name of up to 10 letters is £5.
No: children's clothes are zero-rated in the UK. Adult pieces in the family sets include VAT at 20%.
